All of us working in mental health and learning disability are very sad to hear of the death of Lord Denis Carter.
Lord Carter had a great understanding of the issues affecting people with mental health problems and learning disabilities and was a powerful advocate for their rights.
We first got to know Lord Carter when he chaired the Joint Committee on the Draft Mental Capacity Bill. He won cross-party support for the legislation and was particularly successful in ensuring that people with learning disability could present evidence to his Committee.
Lord Carter was also a key member of the Committee which scrutinised the 2004 draft of the Mental Health Bill and contributed to the very thoughtful report which was produced.
He was always very generous and helpful in his work with the Mental Health Alliance and many of us thought of him as a friend. We extend our sympathy to his wife Teresa.
